Description
The Manager will be responsible for the oversight of the RCSA and Controls Assessment Framework and will be a strategic partner to Operational Risk Management leadership, First Line and Second Line stakeholders, and other control partners. This role provides independent challenge and oversight of first line risk and control activities, with a focus on evaluating the effectiveness of control frameworks, monitoring remediation of identified issues, and supporting the continuous improvement of Citizens’ risk management practices.
The Manager will be responsible for helping ensure that First Line appropriately manages risks related to business activities. This includes all aspects of material risk related to how the business develops, launches, sells, and processes products and services. This role helps to establish and maintain strong relationships across lines of defense to ensure risk management practices are delivered in alignment with policy and business strategy.

Primary responsibilities include
- Provide independent oversight and credible challenge of first line risk and control activities, ensuring alignment with enterprise risk standards.
- Partner with First Line Control Officers and business unit stakeholders to develop action plans to resolve control gaps and strengthen the control environment.
- Review and assess the design and operating effectiveness of key controls across business units, including those supporting Private Wealth and other strategic areas.
- Monitor completion and quality of first line control testing, issue management, and remediation actions.
- Identify emerging risks and control weaknesses, escalating material concerns to senior risk leadership and contributing to upstream risk monitoring.
- Support the enhancement of the Citizens’ risk and control framework, methodologies, and assurance standards.
- Prepare oversight reporting and insights for risk committees and management forums.
- Collaborate with Risk, Legal, and Compliance colleagues to ensure timely identification, mitigation, resolution, and reporting/escalation of risks and issues.
- Provide domain-relevant advice and regulatory expertise on complex risk and compliance issues, leveraging knowledge of business unit activities and products.
- Take a proactive approach to advance teamwork, transparency, and accountability across lines of defense.
Qualifications:
5+ years of relevant experience within the Banking Industry, Risk Consulting, Financial Services, compliance, Front Line Risk, Internal Audit, and/or Regulatory Agency
Operational Risk Management experience.
Experience with Risk management Frameworks to include Risk and Control Self-Assessment (RSCA), Issues Management, and Control Assessment.
Knowledge of regulatory guidance pertaining to Enterprise and Operational Risk.
Familiarity with Governance Risk and Control (GRC) tools (Archer preferred).
Technical proficiency in Microsoft Excel, Word Visio, and PowerPoint.
Strong analytical capabilities to provide data-centric insights.
Excellent communication skills and experience producing high-quality materials for management consumption.
Education
Bachelor’s Degree: Accounting, Business, Risk Management, Finance, Economics or equivalent field or equivalent work experience.
Hours & Work Schedule: 4 days in the office, 1 working from home

Pay Transparency
The salary range for this position is $80,000-$125,000 per year, plus an opportunity to earn an annual discretionary bonus. Actual pay is based on various factors including but not limited to the work location, and relevant skills and experience.
