The Sponsorship Oversight Manager protects the Citizens Financial Group against potential risks associated with Sponsoring an Acquirer, Processor or Payment Facilitator in the payment networks.
This is accomplished by collaborating with our Sponsored entities, Payment Networks, Commercial Risk Management and Internal Audit; gathering and evaluating data; and designing, developing, and delivering comprehensive reporting on Client and Underlying Merchants due diligence information.
Sponsorship is responsible for auditing the sponsored entities' payments program.
Responsibilities:
- Implements and executes effective methodologies, programs, policies, and procedures for the overall goal of knowing our customer's customers and ensuring that CFG remains in compliance with regulatory expectations.
- Responsible for any of the following: complaint management (merchant violations, third party compliance and tracking), daily settlement oversight (quarterly ATM reporting, monthly client invoicing & validation, monthly sponsorship billing), due diligence (boarding reports, identification of high risk merchants, sanction screening oversight, ensuring regulatory and card brand compliance).
- Performs review and interpretation of State, Federal, MasterCard and Visa rules and regulations while independently developing comprehensive internal policies and procedures ensuring Citizens and our processing partners are compliant with all state, federal, MasterCard and Visa rules and regulations.
- Perform in depth research resulting in concurrent approval or decline of high-risk, large Merchants and ISOs weighing potential regulatory, reputational and financial risk in an effort to protect Citizens and our partners.
- Ensure ATM owners/operators are complying with Anti-Money Laundering rules and regulations.
- As CFG sponsors processors into MasterCard and Visa through its banking license, it is imperative the Sr. Sponsor Oversight Specialist ensures conformity to State and Federal Regulatory Agencies and just as important, MasterCard and Visa rules and regulations.
- Ensure remediation/compliance plans are delivered accurately and timely to the payment networks:
- As the Sponsor Bank, CFG is responsible for delivering detailed compliance oversight and reporting to MasterCard and Visa to avoid costly audits, fines, reputational and financial risk.
- Deliver to MasterCard and Visa remediation plans and developing guidance to WorldPay that is based upon FTC and CFPB (Consumer Financial Protection Bureau) regulations and other regulatory agencies rules.
- Partners with Risk, internal and external auditors ensuring compliance with bank policy/procedure. Track deficiencies and update policy, educating staff on enhancements.
- Demonstrates compliance with OCC and FFIEC regulations, develops and manages ongoing client complaint process per OCC guidance.
Qualifications:
- 7+ years – Progressively responsible positions in merchant acquiring, electronic payments operations, credit risk, underwriting, product management, or operational risk management. Direct experience with MasterCard and Visa rules, specifically in regard to member banks and sponsored entities
- 5+ years – Risk management, especially identifying and mitigating significant financial, operational, and reputational risk, either through direct risk management or operations management
- Previous experience working in sponsorship management department desirable
- Previous management experience desirable
- Superior Microsoft Office skills, especially Word, Excel, and PowerPoint
- Ability/willingness to travel
- Working knowledge of card processing associations/networks rules and operating principles
- Working knowledge of bank regulations, especially OCC regulations regarding merchant acquiring
- Knowledge of electronic payment products, operations, and processes, including ACH, Wire, and EDI
- Strong knowledge of risk management principles
- Strong knowledge of merchant underwriting and acceptance principles
- Excellent communication skills, both verbal and written
- Demonstrated ability to manage small but productive team of professionals
- Demonstrated ability to build positive working relationships, both internally and externally
- Creative problem solver with creative solutions
Education:
Bachelor’s degree is preferred
Pay Transparency
The salary range for this position is $90,000 - $120,000 per year, plus an opportunity to earn an annual discretionary bonus. Actual pay is based on various factors including but not limited to the work location, and relevant skills and experience.
